With the regularly growing population and rising competence, the time has come to initiate a powerful plan for the national capital to accommodate dwellers, develop infrastructure and execute beneficial policy in relation to the rural area.
As a result, the Delhi Development Authority (DDA) has recently announced the Land Pooling Policy (notified by Central Government vide S.0 No 5220 (E) dated 11.10.2018) for urbanization of Delhi. This initiative is viewed as a pragmatic approach to meet the requirements of affordable housing and infrastructure development with the involvement of landowners and service providing agencies. Through this policy, DDA proposes to allow landowners/group of landowners/ developer entities to retain 60% of their pooled land for utilization in residential, commercial and partly PSP uses. The remaining land will be made available to DDA/service providing agencies for providing city-level infrastructure.
Subsequently, on 5th Feb 2019 DDA has outlined the plan of new sector and open single window portal for pooled land under the policy. Beneath Master Plan Delhi 2021, the policy will ensure comfortable living by developing 17 Lakhs dwelling units expected to be build-up by Housing Societies that will benefit 76 Lakhs people. The cornerstone of the Policy is to foster the development of Smart Greenfield Sub-Cities in 5 Zones (J, N, L, K1 & P2) measuring approx. 19,000 ha. to shape Delhi's urban landscape, bolstering economic growth and improving living standards and services.
